Like what lee111s said, its a DP but for your copper line (i.e. your phone line)

Why is this box open? Could you report it to Openreach if an engineer isn�t onsite please?

Does look like a DP in that clip joint, judging by those 2 or 5 pair cables that are probably heading to each of the houses.

Your friend are NOT allow to open it. You could faced serious trouble and legal action by Openreach if your friend did open it.
