New Cabinet

We have had FTTC for some time in the village and I have just noticed this new cabinetnear ours. Can anyone tell me what it is.

There are three pictures.
1.both cabinets
2. the new cabinet.
3. the label on the new cabinet

Nothing to do with Openreach, beyond that no idea whose it is

A quick google for Tofco suggests it is quite possibly for street lighting!

I think I have seen this brand of box close to traffic lights. Tend to see the door open with a bloke and a laptop presumably changing light timings.
