OR do not charge for estates, they even provide some of the Kit for the developer to install. Some developers have a deal with OFNL so may actually be getting paid to provide as it is then locked in. (Same as Persimmon developments to their own supplier)

OR are NOT allowed to pay for a locked development as OFCOM consider this anticompetitive and if someone later requests Voice OR have to provide if the cost is under the voice USO cap. (I think this is still £3400 same as BB) . They do not have to provide BB if there is a service over 10Mb available. OR will not be able to provide a BB service until the estate has been adopted by the council except over a pre installed existing voice copper pair (ie provided over voice USO terms).

Check the deeds, a good number of OFNL seem to be gated community type estates that are not adopted by councils.

I agree, no adoption no OR service and often a monopoly for the serving utility suppliers. (Can affect Gas/electric and even water as well as comms).

Sadly your development has locked out Openreach,

This is the most anti-competitive practice in telecoms today. Developer gets kick back to restrict operators, operator can then work a monopoly.

I would be checking closely any other ruses they have pulled that will increase your utility bills and restrict choice.
