T-junction between 2 poles?

Do openreach have the concept of a support cable spanned between two poles with a spur/t-junction half way along to allow an fttp overhead cable to be run from 1 pole, half way along the support cable to the spur and then off to a premise? If so, does it have an official name?


Background Info (probably far too much waffle):

Several years ago a neighbouring property sold land and 2 new properties were built. The developer ignored phone lines and added no ducting. Openreach installed a new pole to provide services to 1 new property and the original land owner. The 2nd property was ignored as unoccupied at the time. Eventually I came home to find they had installed an OH cable from a pole and run it approximately 1-2 inches above my roof to the 2nd new property stretched as tight as possible to keep it horizontal .

At the time I wrote 6 letters to ask them to reconsider and they were all ignored. Eventually life took over and I moved on. 2020 arrives and it took me an embarrassingly long time to realise that I kept hearing this tapping noise during storms combined with living and working at home 24/7 and it was actually the cable hitting my roof.

I complained to openreach once more who after escalating it to high level complaints agreed it should never have been installed and it needed to be moved at their cost. The site was surveyed, and they then tried installing a new pole. The contractors ignored where the pole was marked for and instead put it further out, then went straight through a water mains. Another surveyor came out and decided they could probably dig a trench all the way along the shared drive of the properties. This was agreed and to be paid for by openreach.

Meanwhile the property whose line it is placed an order to upgrade from FTTC to FTTP. Openreach then simultaneously tried to come out and install a new pole again. Various neighbours explained to them about the future ducting and so they left.

Several surveyors later and I think eventually the two openreach departments began to talk to each other and my complaint case was passed over to the new install department, the ducting idea was scrapped and it was agreed a new pole should be installed. Today the contractors turned up with a pole, took one look at it and left.

So, my question is, can a span be used between the two existing poles to save all this agro? It seems the surveyors say one thing, the digging contractors another and openreach departments are all fighting each other trying to solve the same problem. This has been going on for 5-6 months, i'm fed up of the tapping noise and the neighbours want their fttp.

Ah. It was suggested to me by one of the surveyors but they were a contractor so wasn't sure.
