New Telecomms Cabinet

A new cabinet has appeared near me that I don't recognise. It is a green post, about 1m high, 30cm square with a hinged door with 2 locks. No ID but it is adjacent to a BT manhole. The area is covered by both Openreach and Virgin. Does anyone know what it might be?

Possibly a power pillar for streetworks e.g. illuminated bollard or traffic sign, speed camera etc,etc.

As said, nothing to do with comms or broadband. Look very much like a simple power pillar for some street furniture/signage etc.
