Nowt murky about it. You paid to subsidise the install of Trooli duct. Nobody else but Trooli are permitted to use Trooli duct.

Things were better under Labour.

PIA allows them to use Openreach ducts, but not vice versa.

Not just Openreach but other players.

So if Trooli overlay a section of blocked or no duct Openreach plant with poles, other Altnet players will need to put up their own additional overlay with poles. Then Openreach turn up and put up their own third overlay.

Although I have spotted one of my local players, Hey Broadband, doing their own thing and flying the jolly roger. Pirate PIAing CityFibre ducts. blush

They *might* have asked permission, and *could* be paying for that access, or might have some sort of reciprocal agreement in place. Not that I've heard of Cityfibre doing this before.
