There seems to be a phone socket on the TV/Radio plate too?
Most probably that is for Digital Voice service. Though, I have no idea why the phone plug is together with the TV/Radio plate.

I have seen phone plugs included in power electric extension leads. But I never searched their purpose why they are there. Here's the one one I found on B&Q. https://www.diy.com/departments/masterplug-surge-whi...
This also has phone plugs, USB ports and LAN Ethernet ports. Looks like one can plug a phone into it and use it as DV if the ONT is connected with the socket extension lead.

These are very rare, I've had one a few years ago but never bothered researching the use for them.

It’ll be some form of ‘multimedia’ outlet. Folks like MK Electric do various ranges with these sorts of combination plates. Architects and specifiers like them as they reduce plate clutter on walls in places like lounge areas etc.

Possibly an integrated reception system used to cover the building / development.
