TalkTalk have made a deliberate decision not to offer new copper connections. Not sure what Openreach can do about that.
Nothing to lose!

Apart from the time and effort pursuing an exercise in futility...

Openreach won't want to know. It's a TalkTalk issue.

"BT’s Openreach threatens to block new TalkTalk customers over unpaid bills" was making headlines about a year ago now....

A defeatist attitude is why many on here never get anything like this sorted. I had a stalemate with Sky regarding an issue with my broadband that they wouldn't do anything about so I contacted High Level complaints at Openreach and explained the issue I was having with Sky, a day later had a call from Sky's Complaint team (who had been contacted by Openreach High Level complaints) who then bent over backwards to sort the issue. I could give you a dozen or so other examples where I could have said I am not going to get anywhere so why bother but I didn't give up and each time against the odds I got them sorted.

Does anyone have any suggestions on what he might do next to rectify this ball achingly dumb scenario.

Change to an ISP that has a clue, and gives at least one hoot about its customers.

Talktalk has gone down the route of "automate the basic stuff, refuse to do the complex stuff"

And that is what he has done.

Gave the required 30 days notice … and off elsewhere.

Received a letter just the other day ..

Well we wait to see if TT do try and recover some costs , though there’s been no mention of it yet.
