HP G7000 Laptop DVD Problem

I'm looking at a HP G7000 laptop for a friend who says that it won't play DVD movies. I can confirm that the drive:

* Reads and copies CDR discs
* Reads and copies DVD Data discs
* Does NOT read DVD Video discs or DVD Cleaning disc.

When I put a DVD Video disc in, it appears the drive doesn't spin up properly. However there is no problem with DVD Data or CD discs.

Is this something that can be fixed?

Edit: OS is Vista Home Premium.
