You haven't defined "cool", you are just assuming that a CPU running at 30c is better than 50-60C. It could be well within the specification of the processor, and as we know, processors are incredibly reliable and even if subjected to temperatures outside the range, they should thermally shut down anyway.
The concern is other components like RAM, HDD, more probably.
Really, systems should not be overheating in UK weather if designed properly, even if run under full load and with a few years of dust in them. If they are then it has been built incorrectly or is defective. We have had no failures of computers at work due to this weather and some have 6-7 years worth of dust in them AND run Pentium 4.
