In Device Manager uninstall all the drivers for the on board IDE controllers and immediately reboot. When you do so, Windows will go through the process of finding and installing new hardware (the hardware being the IDE controller). If it can't install automatically (highly unlikely) you will need to use the disc that came with the machine to install the drivers. I used to think this was a bug with ATI chipsets and their drivers, but I've recently encountered the same thing happening with Intel chipsets too.
