My wife is unable to send emails from the "contacts"as it is greyed out on her IPad mini.

I'm assuming she has tried a re-boot? (Press and hold the Home and Power buttons simultaneously until the Apple logo appears then release.)

Has she actually set up an e-mail account? In my experience that only tends to happen when there is no e-mail account to send from.

Yea delete any accounts if the exist and re-set an account up.
