Are there official figures on data capacities?

As I feared the problem with mobile broadband I have in central London is with capacity of the operator and is systematic.

I understand that all of the operators are currently struggling with the capacity of their cells.

However I suspect that some struggle a bit more than others..

Is it possible to obtain info on which operator has more capacity near Liverpool street station in London?

I tried O2, Voda, 3 and T-Mobile in that area and found the problem to be the same. I honestly don't expect the capacity issue to be addressed until the next generation of mobile broadband. Having said that, I recently gave 3 another try, a 3 SIM for iPad and realised between 1 and 3Mbps - I don't know if this improvement is in relation to their recent announcement about network upgrades, or for how long it will last. It used to be possible to get 3Mbps from O2 and HSUPA (upload) up to 1.5Mbps but all that changed around the same time as the ending of unlimited data. I wouldn't be surprised if throttling is now the order of the day.
