Went pass there today as you are correct there. One of of the engineer supervisor told me 5G will be Three panel and 4G panel will be Three & EE but EE 5G will be installing 2nd one later in end of September by the look of the work upcoming.
That small top panel is a "massive MIMO" needed for the high band (capacity) 5G signals; and if two rows are fitted than it will be a joint EE and Three 4G and 5G pole. That explains why there is a gap below the Three 5G panels for something else; I assumed as novel space separator.
All the poles that look like the picture you provided in my town are 4G/5G for Three, and 4G for EE only, all installed under the "MBNL" name, and in many cases replaced older poles.
e.g. this one by Morrisons, has really fast 4G from EE, and 4G/5G from Three; it has been in place about 3 years now.
