Before changing anything I'd say find out what IP(s) the laptop actually uses to see if it's doing what you want.
Is it a Windows laptop (the following is for XP, Vista or 7)
If so you can save the current IP settings as a text file.
Start a
Command Prompt, then type this (after the 1!):

| ipconfig /all > %userprofile%\Desktop\ip.txt |
A file called ip.txt will have been saved on the Desktop (or just ip if you don't see the file types in folders)
If you post this we'll be able to tell you if the laptop's settings will conflict with the phone.
Just to be clear, when you say static IPs, are you manually configuring your phone with a specific IP address when you join your home network (as this would mean you would have to change it by hand if using it on a different wi-fi network).
As regards the mobile broadband dongle, that should not be a factor as that shows up as its own network card when plugged rather than altering the existing network cards.
And - is there a reason why you are having to use static IPs (usually creates more work when you have several devices to keep track of)?
