Right, once again I will ask the same question. And no, besides being a comms engineer for 17 years on and off, I do not know the answer to this. So please no sarcastic comments when I am trying to help someone else. As I explained to Mr Saffron, for all I know this could be an chap who is disabled and house bound but very technically savvy.
So I will ask again, How do I find information out about the Average Kbps for an ISP and also what the policing at the interconnect will be for a particular ISP?

It is simple remove the advertising phone numbers in your signature and posts will remain.
If you are asking a genuine question then am sure you will have no issues complying with that simple suggestion.
With respect to the medical discharge and other disabilities that was never part of the original question and I do not see the relevance. The rules apply equally no matter what life challenges people may be facing.

Your friend's question doesn't make too much sense. Whatever is meant by "average kbps", you'd have to ask an ISP. Average sync rate? Average daily throughput? I doubt if they would give you any answers even if they had them. As for "policing at the interconnect", I haven't a clue what that means. Can you elucidate?

You may never ever attempt to sell something to someone or ever try to get them a better deal, but that solicitation where you ask people to email you privately in your signature again falls foul of the guidelines.
Posting questions and answering on a public forum is VERY different to emailing privately.

Because almost everytime someone surfaces from the provider they are operating in sales mode, or describe themselves as working for the ISP when they are nothing of the sort.
