Try a public DNS like:
Open DNS : 208.67.222.222 & 208.67.220.220
Google DNS: 8.8.8.8 & 8.8.4.4
Norton DNS: 198.153.192.50 & 198.153.194.50

MTU can be found in settings section of router.

Windows firewall is completely disabled, I use ESET. However, if I disable ESET the problem does not resolve.

No problem pinging those DNS. My MTU setting is set to 0, but it states 0=default. I can try putting it to 1500 if that may help.

I didn't mean try accessing them but using them for their functional purpose as DNS (in your router).
