Use of VDSL from the exchange would need a separate application to NICC. There is no technical reason as to why it could not be used now - the only "risk" to the operator is if a PCP is built between the exchange and end users - they would have to revert back to ADSL2+

For now we find that ADSL2+ bonding gives better speeds than VDSL so no real demand for it

You said before (here) that you were looking into exchange based VDSL for EO lines... did anything ever come of it?

No we have not seen sufficient demand to follow it up. We have some customers using bonded ADSL2+ (48/2) and those that want higher upload can use EFM (5/5 per line).

Perhaps if/when VDSL2 is allowed up to 100Mbps it will be worth pursuing for EO lines. We have no experience of getting something like that through NICC - they may want to see significant evidence of demand and justification before agreeing to it.
