They own then own Fibre Network.
1) They sell internet access to residential customers over there own (TOOB) fibre Network.
2) They also sell internet access to residential customers over (Cityfibre) Network
1 - infrastructure they own, they run retail services over. Only the Toob ISP available on Toob fibre.
2 - they buy wholesale capacity from Cityfibre (whom only wholesale) as any other, e.g. Zen/Vodafone/AAISP etc.
3) They also allow ISP who sell internet access to residential customers on (Cityfibre) to also be able to sell this access over (TOOB) network.
Whilst the cityfibre link implied this, it hasn't happened, see AAISP's page:
CityFibre and Toob
It was announced at the end of 2022 that CityFibre and Toob had agreed terms to work together and provide eachother's services. Originally the press release said that partners (like us) would be able to access Toob's network by Summer 2023 - however, this has not happened and we have no ETA from CityFibre as to when we'll be able to order Toob-based services via CityFibre.
