The trouble there is the ROI/capital cost which is why there are effectively no new landline networks (other than those originally put in on new development) since the original cable installations (which nearly bankrupted the operators); and even BT as many of us know to our cost won't replace as an alternative to making hundreds of repair joints on clapped out existing underground local loops, even when renewal must be the cheaper option.
