Everyone will charge it they will just hide it in different ways.
Some ISPs dont hide it and will make you pay it up front and give you a cheaper monthly payment.
Some ISPs say its free but lock you into a 12 month contract with a slightly higher monthly payment to repay it so you repay it without knowing it.
PlusNet hide the fact theres a 5 year lock in by putting it on a seprate terms and conditions page linked soemwhere of the first and market it as "Free Free Free!" so you see the monthy contract and think they are being kind and get screwed when it comes to leaving.
In reality its the same whichever way you do it so if your desprate to get onto PlusNet its cheaper to pay someone else for a year then migrate in. I would never touch PlusNet now with a new line there are far more providers who follow the "Brand New Customers" rule and are kinder to first time signups and their wish to maybe leave within the next half decade when the service turns bad.
Your first activation with an ISP is the expense tbh once your activated you can take your money anywhere and plusnet just avoid it by making it a 5 year decrease.
