Yep, sounds like this is gonna be the problem. Looks like P2P isn't the only thing this is affecting.

Subject: P2P Issues - UPDATE

We have recently identified a potential problem with the code that forms part of the Ellacoya upgrade. We will continue to conduct testing until we are confident we are in a position to implement the upgrade on the live platform.

Exactly the same thing happened to me a few times before when they were playing around with their ellacoyas.
HTTP was fine, FTP was shot during peak times.
FTP was hitting about 5 kBps edit: originally thought it was 5kb/s, but nope was 5kB/s, oh well, either way it's pretty naff.
I started a ticket and they wanted me to test when they could be bothered to get their network guys onto it, sometime after 1am (when the problems weren't happening) . Luckily I'm not a person who uses FTP a great deal at all, so needless to say I couldn't be arsed and just waited a few days for it to clear up.
Good luck if you're going to try and get them to fix although I probably wouldn't hold my breath. Sounds like they know this is going to cause a few issues.
