Strictly midnight is 12 hours before and after noon so could be BOTH am and pm.
'tis far better to use the 24 hour clock, so that 1200hrs is midday and 2400hrs is used to define midnight at the end of the day, and 0000hrs to define midnight at the beginning of the day.
The use of 0001hrs and 2359hrs, are not legally correct to define midnight, you cannot ignore two seconds.
Legal matters tend to avoid midnight as its not clear which day it is in.
Absolutely, when did you ever hear of a lawyer giving away two seconds of their time for free!
BUT the US Government printing rules call it 12am
Technically they are correct, pm does not begin until time has passed by the smallest amout beyond 1200am
