Is Plusnet blocking my download speeds?

My VDSL is usually 35Mbps download, 7Mbps upload.

Currently 8Mbps upload, 7Mbps download.

Modem stats show Line rate (kbit/s) 39999 downstream, 7352 upstream.

3 PC's hardwired to router display similar speeds.
Rebooted modem and router several times = no change.
Changed Cat5E cables just in case = no change.
Reset router to defaults = no change.

Possible router fault but strange I can still get online with 8Mbps download.

Or is Plusnet slowing down my speeds on purpose?

Just a quick update:

First call to plusnet, they did a line test and said it was showing connected at 38Mbps which matched the stats from my modem, however speedtest showed only 8Mbps. I was told it was probably my router.
After popping round to a friends house and borrowing another router, stats was still showing around 38Mbps and still only 8Mbps speedtest.

Second call to plusnet, the guy instantly knew what was wrong by resetting my "Connection Profile", rebooted router, hey presto speedtests all back to normal.

The profile at PN is rather horrible! I have the same issues and my parents as well. If you have static ip address the PN connection profile have issues ongoing with it and never get fixed!
