21CN and LLU

Are these in reality one and the same thing, one from BT and the other from independants. If so why is 21CN apparently a problem and slow to be rolled out?

The BT Wholesale products on the 21CN network are WBC and WBMC. See my description.

Ooops!

I added a "?" to the menu text and because of the way the web design program works that altered the link. Sorry, i didn't think of that.
