True but keeping them on ensures that line management can always work its magic.

Plus who actually turns these routers off? Click onto your wireless network icon (even at this hour) and look at how many come up. I get around 12 right now, in a bedroom that's only got 1 external wall facing the garden.

Might not be green but reality is that routers are always on in most cases.

One unsecured, one WEP, rest WPA2 or WPA & a few of those unsecured BTFon and BT-Wifi ones

I don't know anything about unsecured BTFon and BT-Wifi though - is that a serious issue?

Well basically. The homehub comes up as BTHomeHub-whatever with WPA encryption. The homehub also broadcasts BTFon and BT-Wifi. It basically allows me to use the neighbours BTHomeHub internet if I pay a small fee. I have to enter my bank details to get access usually. Anything I do via BTFon / BTWifi isn't the owners responsibility as far as I know.

My laptop wont connect for some reason but anyway here's the landing page on my phone

It's quite expensive, £3 an hour, £5 a day and £15 for 5 days.
30 days is £39

EDIT: if you are a BT broadband customer and also share your Wifi via BTWifi and Fon you get free access to the service. So basically wherever someone has BTHomehub you can get online for free (which is most urban places).
