It is NOT a competitive market, on Market 1, BTO is the only provider !
BT Wholesale is the only wholesale provider on Market 1 exchanges. There are, however, numerous retail providers on Market 1 exchanges, who all compete with one another.

When I said "minimum" consumer price, it does NOT mean a price at which BTO makes loss,
merely a price that would incentivise them to update the equipment. I don't think you have understood either of my posts on that point. Neither have you clarified whether you are looking for an upgrade to ADSL2+, (WBC or LLU), or FTTx.
The ADSLx kit in the exchange does not belong to Openreach. Upgrading it is not their problem. The loss to whoever did put in ADSL2+ kit would not be on the day-to-day rental, but because of the non-recovery of the capital cost of doing the upgrade.
Cutting someone's profit margin on existing kit will not incentivise them to install new expensive kit.

Plusnet contacted me when my Market had changed, and let me know it would be getting cheaper.

Surely this is slightly different - about Plusnet changing their pricing for Market 2 exchanges for new customers, rather than the market classification of an exchange changing.

You mean "very different", Kevin.
Posters have been complaining that Plusnet never advised them about the reduction in charges for customers served by Market 2 exchanges.
Here is a poster who was actually told by Plusnet that the costs for broadband would be lower.

The "Digital Editor" from The Economist was a bit up the spout though. In effect started talking about LLU. Well not quite that even. Started talking about ISPs owning the copper to the premises  .
Nor did he distinguish between BT Retail and BT Wholesale. I fear he doesn't even realise the difference. As for his own BT charges, he wasn't exactly on the ball for someone with his Job Title, was he!

I understand the sentiment behind what you're trying to say, even though what you wrote made no sense.
In this particular case, the poster was told by Plusnet that not only had the market changed but also that the broadband would be "cheaper".
