Market Classification is/was determined by OfCom, with that as the primary criterion. There are other criteria as well, such as planned addition or removal of LLU services.
The latest list is
this one. There seems to be no mention of even consulting the industry about updating it. I have searched the OfCom sites/links many times looking for anything to do with it. Zilch - or at least there was about a month ago.
