What's really annoying is that the Library is down and I'd guess it won't be up again until next week.

I can use that link just fine, at least by adding /topic,143406.0/topicseen.html to the forum index URL when there.

www.plus.net & portal.plus.net down from plusnet adsl connection, migrating to Pulse8 on the 10th looks like I jumped at the right time.

Fine here, even the Community site is back up (as it was yesterday at 17.19, according to the service status).

It was only for a short time. There are some posts about it in the Community forum and Plusnet have confirmed there was an issue with the website earlier today, which should now be resolved.
