I don't think so, as if the Impacted estimate is below 40Mbps they won't let you have 80/20 anyway. So the percentage they could upgrade to 80/20 from 40/2 is quite low, and I think the main upgrade driver is the downstream anyway.
Only those who opt for 40/2 not realising it isn't 40/10 and who are moving to FTTC specifically for fast upload would be interested. Or leaving to a 40/10.
What it does open up of course is the new 55/10 Openreach product which became available to order (from OR) today. That would fit with your theory. It isn't yet in Plusnet's price list.
