IMHO 03 numbers are non geographical but charged at the same rate as 01/02 numbers but I am sure someone will come along quite soon if I have got that wrong.
Correct. And they also have to be included in any inclusive minutes of call packages.
Companies often used the excuse of wanting non-geographic numbers when using 0845 etc numbers, when it was at least in part about revenue generation. 03 removed the excuse.
Although revenue sharing was scrapped on 0870, it still remains on 0845 and of course on the more costly NGNs (0844, 0871, etc). Telcos including 0845 calls in their inclusive minutes have to foot the revenue sharing costs themselves.
