You can, and you can also disable DHCP on the Sky Netgear and Sagem routers that I've used.

Yes, the router is configured to the Sky BB login credentials the first time it connects to Sky. That is what the password-hacking sites are for obtaining. However, that has nothing to do with the router's own Web-interface login credentials, which any PC can address, as I did on my Orange connection.
