Fibre (FTTC) services max out around 18 usable, 20 marketing, and cable only manages 5 on a good day. Are you confusing download and upload speeds?
In reply to a post by MrSaffron:Try http://www.thinkbroadband.com/speedtest As others have said maximum upload on fttc is 20 Mbps minus overheads so around 19.5 Mbps On adsl2+ it will be in the 1 to 1.3Mbps range
You won't get any higher than 1.3 meg upstream on Sky ADSL2+. If you want more, go for fibre.
