Two or more outstanding payment is a red flag which means most ISPs will either decline the application or ask for a deposit. 7 years ago my sister had to give BT a £150 deposit up front before they would install a line due to her poor credit rating.

Bottom line he will need to get it sorted before the bankruptcy goes through otherwise it's game over until he's discharged.
