So you have been on another ISP and had the same problem, one question then.

When Openreach came out and looked at your line, did they plug in their own laptop and do a speed test? If so did they get full speed?

If so it is your kit that is at fault and changing ISP won't ever alter that.

Yes, he did, didn't plug in a laptop but used his phone to connect to the wifi and ran a speed test. He was around a meter from the router and got around 40ish to fast.com.

The packet loss I have tested with nothing connected.

I've borrowed a dongle from work and that reported similar speeds, good one minute, bad next, borrowed another WIFI 6 ASUS router and that was same yoyo speeds and packet loss.

What do I need to test to eliminate the kit / find the culprit?

Borrow a newish laptop with built in Gigabit ethernet if possible.

Was Eclipse Home Option 1, VM 2Mb & O2 Standard
Utility Warehouse (up to 16mbps) via Talk Talk, upgraded to fibre 40/10

You're joking right??? how is that a test of any substance to say there is no fault. I would expect Openreach to do a more controlled test and wifi is not controlled.

Will try buddy, bloody hard to find one with it in these days. SKY don't provide login details so will only be to router and not ONT.

Got a few old ones, there 100mbs

They did the light test and as far as they concerned everything was fine as light was -15.

Sky login details are generic.

For over 80% of users turning on IPV6-PD is enough to authenticate.

If that doesn't work then you need to use DHCP Option 61 with generic login details, but they need to be in a certain format.

Just before I left Sky I was able to authenticate simply by using IPv6 with a prefix delegation of /56

Doing that won't resolve the bad BQM that is probably at the heart of the issue and as I said that would be my priority.
