Depends what you mean. With that sync rate you should be able to download reliably at more than 1500 kbps.
If there is no underlying problem with your connection you might be able to get TalkTalk support to move your SNR margin down to 6 dB. You might then be able to sync at 3500 kbps or better.
I have been with TT about a month now on a LLU exchange with no major issues, and was just wondering what a possible max speed would be and how stable the connection if I were to ask for a drop in snr.

Maybe my experience may help. Initially I had similar values as you. Today I had my SNR reduced to 6/7dB. My sync speed went up to 2900kbps, and a thinkbroadband.com speed test gave 2400kbps. Can't comment on stability yet, but no disconnects over the past hour. (If you want more data you could look at my thread, "Should I call TT?")
I had my SNR changed back to the 15 db profile this morning because evening surfing was a no go area on the 6db profile, I could'nt even download web pages, and I was get serious earache.
Will monitor the situation and might change to the 12db profile in a couple of days.
