Submon?????

As the title says how can i tell if im on a submon(if thats what its called).

About 4 months ago i got a letter from talktalk saying that i had gone over my 40gig allowance for the month,so i rang them up and asked what was going on,they said id gone over my limit so they had put me on a submon(i think thats what they said??) basically restricted my download/upload speed,but they said internet browsing shouldnt be affected,well it was and NOW i think they have done it to me again(I havent recieved anymore letters).I found out that my sone and daughter was watching films/tv online and that(apparantly)was why i had gone over my 40gig.Thing is my son/daughter dont do that any more(they dont even have internet in there rooms anymore,i took it away).And its only me online(i dont use p2p i dont download much,maybe some demos xp updates,i think they have done something to my connection AGAIN and i KNOW i havent gone over my 40gig,browsing speed is diabolical,takes about 3 mins to display a page,i have NO upload speed(cant send my son any pics in messenger,it just times out).I am really cheesed of with this,one minute my connection is fine the next its [censored] and i mean totally useless.If they have put me on a SUBMON again (i havent recieved a letter) then thats the last straw,i want out i would rather pay for a decent service.........................Sorry im rambling ON im just so cheesed of...........................aarrrrrggghhhhhh.

Thanks for the reply i will pm my number,however i dont use P2P i just know something is wrong because the internet is as slow as hell,and this is how it was when i was on a submon.
