not too sure where you got this but if you read ofcom link and its website.
I have just reread the OP post. even if theres a TT marker on the line, and eu wants the TT BB, there should be no reason no why the broadband should be provisioned on the line itself as its a TT marker. If the eu wants to move elsewhere to another ISP, TT will provie a mac number to their customers if needed, still may take upto 14-15working days to get the mac.
IF its not a TT marker, the the poster needs to contact BTw or the previous ISP, this information is on the ofcom link. see above.
