Both Skilty and I have tried upgrading to the P8 Business connection with absolutely no difference to our TBB speed test results, so I don't believe this is congestion. TTB have also confirmed to P8 that they don't see my performance issues as being congestion related.
The TBB single thread speed is absolutely consistent with downloading a TBB test file and the results are very consistent

However if I test using TestMy.Net, a site that prides itself as a single thread test site, I get full speeds.

I have found a Dutch download test file site at:
http://test.unet.nl/1000mb.bin
that downloaded at 35.7 Mbps, which is in line with the TestMy.Net tests.
So results are variable depending on where you test.
Feels more like a peering issue to me.
