Ping rates

I recently have gone to work over in italy, and have just got adsl fitted around a month or so ago. It seems at random times of the day i get stupidly high ping rates in CSS.
Occansionally when i use the phone my conn also drops and the reconnects. I am also able to here the modem dialing. Along with these problems i also get what sounds like someone blowing down the phone while im using it, and sometimes makes it hard or impossible to hear, what the other person is saying on the other end.
I could realy use some help with this so i can get my italian friend to phone the isp up and tell them exactly what to check and what to do if possible.

My connection speed usually is around: 4832Kb/320Kb
But even with this connection i still get high ping rates.
Other times it connects at much lower speeds.
I have tried three different filters and the problem still comes back.
I find that people that i know play CSS in italian servers with a much lower ping rate than my self, surely this isnt right!

You got all sockets filtered? Checked for a faulty microfilter ?

I only have the one socket filtered, just the one my phone plugs into.
To be honest im not sure i even have a microfilter, adsl might be slightly different back in the uk (im not sure, i had broadband with ntl when i was still living there) than it is here, but all i have is an adsl filter that plugs into the phone socket, then my modem connects into that.

Does the phone also plug into the adsl filter?
Have you tried using the phone when the adsl modem isn't plugged in?
If you do this and the noise is gone, then it sounds like there's a filtering problem.
If the noise is still there without the adsl modem plugged in, then you need to get your telco company to check the wiring at your premises perhaps.

Yes the phone does also plug into the adsl filter.
I have used the phone before when the modem is off and on the odd occasion there is what seems to be interferance.
You said it maybe be a filtering problem, but i have tried three different filters and all three have the same problem.
I will just get hold of my provider and get them to check the line and go from there.
