We need to know your line stats from your modem/router to answer the q. Actual speeds on Max (up to 8Mbps) depend on attenuation (length and quality of line from the exchange) and the noise level (interference) on the line. Noise level and its variation determine the "signal to noise ratio margin" (SNRM - often called SNR by your modem/router).
To get 2.7Mb you are on a 3Mb or better IP Profile. Or do you mean you sync at 2700kbps?
