If they did some work in the exchange and this meant they didn't need to come to your premises then they *did* turn up to fix your line.
That really depends on what BT said when the appointment was made. If BT said that they would require access to the OP's premises, then someone from BT should have contacted him around the time of the appointment, telling him what they were going to be doing. I can't really see how anyone can claim to fix anything without testing it, and you can't do that from the exchange.
