The sync rate determines the fastest speeds you can have on your line. In your case you are syncing at 12,550 kbps downstream. Does that figure vary much?

I think Sky and O2/Be do have a sort of training period but that would not account for the wild swings you are seeing.

Do you or could you use RouterStats to monitor your line? See http://www.vwlowen.co.uk/internet/files.htm

12Meg ADSL2+ sync at 27dB attenuation.

I would expect more, given the variations then something may be noisy/loose somewhere in the home wiring/telephone line

Your text talks about sometimes getting 2 Meg or 8 Meg Sync, but both your router stats show 12.5 Meg Sync. Are you sure you are talking about the same thing?

You should get about 17 Meg on ADSL2+ @ 27 dB attn.

They may cap the sync, but if selling it as an up to 24Meg package thats not what they should be doing.

The wildly varying sync on reboots is a sign of

1) Dodgy kit
2) Dodgy wiring
3) Dodgy phone line

I would suggest trying a different modem, you are on a Huawei Infineon MSAN

Using google the 0dB power for downstream is a bug with the speedtouch kit.

Hence why trying different hardware is worthwhile.

By noise I am referring to noise outside the audible spectrum. A phone is very tolerant to small glitches, as is the human ear, ADSL modems are not. Some cope better with situations.

I've found a Netgear DGN2200 stable on what I know is a slightly dodgy line.

In essence you buy different kit and try things, or you put up with it, or get it reported and end up paying for visit if something is found with your wiring.

For example, have you removed the ring wire from any extensions? Is performance better when using the test socket.

ADSL was less affected by things like extension sockets, ADSL2+ is more affected, and VDSL2 even more
