Not if they've been PFI'ed as quite a few councils have done, saves a fortune alledgedly (their words not mine). You contact the contractor who installs the lighting as the council have effectively nothing to do with them till the PFI runs out.

I've found an email link to my county council dedicated for enquiries about street lighting. So I've sent them a description of the problem.

Amazingly they've actually responded, just had a chat on the phone with a lighting engineer and he's going to investigate.

Earlier I rang my ISP who told me to report it to BT. BT bounced me back to my ISP, who have now accepted it as a fault.

So between BT/ISP/Council we may get this resolved.

Further update:

BT engineers response to problem has been to turn on interleaving.

Hmmmm..

We'll see.

Anymore updates on this issue as I believe I could be experiencing the same issue with street lights and falling SNR margins...

damn, if I read this right only BTs own isp customers will essentially get proper support because the other isps are essentially been tight with their wallets?
