Stats seem fine - maximum sync, enough noise margin to hold sync (except through close thunderstorms), fast path, nice low attenuation.

The stats are not the reason you're only getting 280k. We'll assume you mean 280kbytes/sec (2240kbps), otherwise you're getting less than 0.5Mbps download speed.
Does this speed increase, during off-peak, if you try the following speedtesters? : -
http://speedtester.bt.com/ (if this works, it'll tell you your BRAS speed profile - should be 7150kbps).
http://st.tstools.co.uk/?mode=start&size=768*4
http://speedtest.telabria.net/
http://www.speedtest.bbmax.co.uk/
If Eclipse have moved you over to an LLU product, the BT speedtest may not work (I'm assuming you have to be on a BT wholesale product for this to work properly).

Giving UKFSN/Entanet a try
DL Sync 4600+ (now 2464 and screwed up by pointless 15db SNR target)
UL Sync 448
