Slow Download Speed

Please can anyone help.
I currently have up to 8meg broadband with Orange, and they tell me the max. my line can take is 2.5meg
I currently getting downloads speeds of between 0.2 - 0.9meg (upload 0.4) no matter what time of the day it is. I am using a livebox with a wired connection, although i have tried wireless and a speedtouch USB modem and nothing improves the speed.
They dont seem to be able to tell me the problem and just keep doing line tests.
An engineer from BT came to my house and tested the line and internal wiring and it was 4.4meg
I am 1.62km from the exchange.
Can anyone help or is this normal?
