Because you were right in the first place. I think the 3456000bps figure is something to do with the framing or overheads - and not the same thing as is used for the BRAS setting. I saw an explanation the other day but I forget where, it may have been one of Andrew's posts, not sure.

The table you quote is certainly correct at 4544 and 5120 for the next two steps, as I get BRAS upgrades at those figures.
