I left my ISP but they never removed line sync??

My ISP was Eclipse (using Tiscali Datastream) up until end of Dec 2008, at which point the service and ADSL was meant to be ceased. The PPP details don't work for Eclipse any more, but the line sync is still in place, and the Tiscali test logon works.

I'm not currently being billed for anything. So should I bother notifying anybody? Presumably Eclipse actioned the cease with Tiscali but they never followed it up?

If I ever decided to reactivate the ADSL service on that line, would another ISP try and charge me a fee even though the sync is already in place?

Presumably , either Tiscali never told BT to disconnect your line from the ADSL equipment, or they did but BT have not actioned it.
If the former, you will likely have problems getting ADSL from another ISP on that line as BT will still show a service on the line, and you may have problems getting a MAC as you no longer have an account with Eclipse. The BT Wholesale checker will give an indication of the current status of the line.
If the latter, it may not be an issue and a new order may just prod BT to action the original cease.
In many instances, BT just leave it connected anyway in case the same line is re-activated as it saves time needlessly disconnecting/reconnecting the line.
Either way , the activation fee will be due, though not all ISP's pass it on.

Or a Flexi cease was used, i.e. databases show as available for broadband (just like a cease), but still connected to hardware so cheaper/faster to reprovide a service.

If this flexi-cease thing exists why are BT stipulating people pay a cease charge now?

I had to pay £20 odd when cancelling.

If you could charge somebody £20 for doing next to nothing (I assume the username gets pulled from the auth table) would you decide to not bother?

As most connections are IPstream they also get the benefit of less work when the next occupier gets ADSL.

Because they'll contest that without flexi-cease the charge would need to be higher

Openreach does very little for free, because its income is from just playing around from the telephone cables.
