You probably are looking at the correct ticket.

And the ISP don't appear prepared to do anything either.

The post you refer to was before you informed me that you would 'review and proceed from there'.
I referred to your request for a further speedtest in a later post. So yes, a little unfair, as things have transpired.

I can't say they're ignoring it, but simply sticking the the fact that all consumer-grade broadband is contended to some point and that it is working as designed.

If we assume it is congestion, there are times where BT cannot do anything about it. Worst example possible is Poplar exchange in London that for years was heavily congested because it was not possible to add more capacity. The reason I give this as an example is that some of those lines were unable to even achieve rates above the minimum acceptable of 600/1200k.

I'll wait to hear from you on the ticket.
