The line line is long but performing well for ADSL, assuming the noise margin is still good and same data rate, then congestion is the most likely thing. Alas providers around the world provide ADSL/consumer broadband by renting capacity that is shared between many customers, so congestion is common.
The usual pattern is this
1. New product
2. Great service
3. Lots of signups
4. Congested for a period of months
5. Some people leave
6. Eventually a backhaul network gets upgraded.
It is less about new hardware at the local exchange usually, but a case of convincing accountants to allow the extra traffic, which depending on how the local system works, may cost more money, and if prices are static and number of subscribers not changing this means (6) can take a long time.
